NC Ferry System
The ferry service is very dependent on the weather. If the wind forecast to gust to 40 expect cancellations and delays. If you take the Swan Quarter or Cedar Island ferries always make a reservation. That way if there's a cancellation or change they'll call you. The Hatteras ferry is EXTREMELY busy in the summer. From Hatteras to Ocracoke, bet there early in the morning or late in the day. Between 10 and 2 expect long, long wait times. The twitter feeds for the ferry are great ways to get up-to-date info. @NCFerryPamSound and @NCFerryHatteras.

Ocracoke is a small village and your on vacation, so walking, biking or taking a golf cart is the best way to get around.

Driving on the Beach
The beach on Ocracoke Island is completely undeveloped. It is part of the Cape Hatteras National Seashore. The park allows driving on parts of the beach during various times of the year. All driving on the beach requires a permit. Permits can be purchased in advance at https://www.nps.gov/caha/planyourvisit/permitsandreservations.htm
You will need a good 4x4 to get thru our thick sandy beach access. You should lower the tire pressure in your tires to around 20psi. Towing is limited, so if you don't have actual 4 wheel drive, don't try it.
