I'm originally from the Dominican Republic and have lived most my life in the Inwood/Washington Heights neighborhood. I love it here (and you will too!). It's a super safe neighborhood, filled with lively places to eat/shop/walk around. It's located at the very northern tip of Manhattan and it's just 30 mins away from midtown, where you will find Central Park/Time Square and many more iconic locations.
